Artist Peregrine Church "creates street art that only shows up when it rains. Hidden when dry, these messages or images appear on sidewalks all over Seattle and are meant to brighten your day, even when it's gray and rainy!" 

He uses a special coating to prevent parts of the sidewalk or surface from getting wet in the rain (or when water is poured on it). This makes the coated surface lighter than the surrounding surface, thus allowing for designs, writing, and other art. 

This art is particularly applicable in the city of Seattle, since it is rains
so much there.
